Student Traffic Volunteer Scholarship Scheme

This is a unique scheme for participation of College/University students in Traffic Management and education called the “Student Traffic Volunteer Scholarship Scheme”. This scheme was conceived by Shri Y.B.Khurania, IPS, Commissioner of Police, Bhubaneswar-Cuttack and was formally launched by Honorable CM of Odisha on January 2017. This scheme has been appreciated by the general public and commended by Hosue Committee of Odisha Legislative Assembly. Govt. of Odisha has been pleased to extend this scheme to different cities of Odisha like Rourkela, Sambalpur and Berhampur. There are a total of 200 STVs in Bhubaneswar and 100 STVs in Cuttack till date.

AIM:

To assist the traffic police during peak hours in Traffic Management and Road user education. To give and incentive to Volunteering Students by way of stipend for performing a valuable and socially important task.

APPLICATION:

College/University students who are willing to be enrolled as Student Traffic Volunteer (STV) will apply to DCP, Traffic through the head of their Institute.

SELECTION:

Students will be selected on the basis of aptitude, financial need, physical fitness, enthusiasm and the desire to undertake a social cause.

PRE INDUCTION TRAINING:

Selected students will undergo one week specialised training on regulation of traffic.

INDUCTION OF STUDENT TRAFFIC VOLUNTEER (STV):

On successful completion of induction training students will be enrolled as Student Traffic Volunteer (STV) by DCP, Traffic as per requirement and availability of funds. At the time of enrolment as STV, student has to file-in declaration form in the presence of 2 witnesses to the effect that he undertakes to render the service of Student Traffic Volunteer despite knowing that the work is physically very exhaustive. That while discharging duties of Student Traffic Volunteer (STV) he will abide by the instructions imparted in this regard by DCP/ACP Traffic. At the time of induction, Student Traffic Volunteer (STV) will be provided on Traffic Jacket / Traffic Shirt / T-Shirt, a cap and one laminated identity card.

TASKS TO BE PERFORMED BY STVs:

Controlling traffic at busy intersections under the supervision of traffic police. Organising proper parking of vehicles in high activity areas. Educating road users about road rules and safe driving. Controlling passengers and bus drivers at bus stops to prevent overcrowding and jostling. Monitoring traffic outside schools. Assisting pedestrians, especially children, old and disabled in safe usage of road. Conducting surveys for better traffic management.

REVIEW/FEEDBACK MECHANISM:

To take the STV scheme effective interactive sessions will be held once a month where STVs and Traffic personnel will exchange, modify and reinforce their experiences. On these occasions, outstanding performances, both individual and as a team will be acknowledgement and suitable recognised.

TENURE:

STV will be enrolled for a period of 6 months at a time. However, the same can be renewed from time to time depending upon his willingness, satisfactory performance of duties and fulfilling the eligibility of being a student.

A student will cease to be a STV at The expiry of his tenure. However, in the event of performance or conduct of any STV having been found to be unsatisfactory his enrolment as STV can be ceased by DCP, Traffic at any point of time. Such students will be required to deposit his identity card with DCP, Traffic forthwith.

SCHOLARSHIP:

A Student Traffic Volunteer (STV) will be entitled to receive a stipend of Rupees One Hundred only for each working day. The working day will comprise of one 3 hourly shift. It is expedient that a STV will be available for duty at least 15 days in a month and the days on which he will be available for duty has to be intimated by him in advance.

FUND:

It is proposed to finance this scheme from the following sources:

  • Funds provided by Odisha Road Safety Society.

INSURANCE:

If any student traffic volunteer gets injured in any road accident while on duty, a group insurance scheme has been made for the student traffic volunteers up to Rs 2,00,000/- (Two Lakhs) each. It covers the treatment cost up to Rs 1,00,000/- (One Lakh) and in case of death, the next kin of the STV can get another One Lakh.

Police Commissionerate Police will remain committed to maintenance of law & order, prevention & detection of crime, maintenance & promotion of communal/ societal harmony.

Commissionerate Police will strive to ensure discipline on public roads and effective traffic management with a view to facilitate smooth flow of traffic and reduction of road accidents.
